I've been told that my child has good "decoding" but can't comprehend.  Does your program address comprehension skills?

Absolutely.  Comprehension is of course the end goal of reading.  For many readers, comprehension is delayed because they are not able to decode.  For these students, decoding must be taught separately.  For other readers, decoding may be fluent, but comprehension is delayed.  This may be due to poor memory, imagery, vocabulary, or other reasons.  These students need explicit instruction in comprehension strategies as well as visualizing and vocabulary.  Again, the key is that instruction is systematic, explicit, and multisensory.
